Training and Instruction The Police Officer Instructor (i.e.Training Sergeant) must have knowledge of initial training regulations, policies and procedures established through the Office of Security & Law Enforcement (OS&LE) as well as the Law Enforcement Training Center (LETC). The Training Sergeant is responsible for conducting the basic Phase 1 law enforcement training of all new police of hired by the Department of Veteran Affairs Police. This training will include both classroom instruction as well as proficiency instruction of required related weapons. The Training Sergeant possesses an above average communication skills, both verbal and written. The Training Sergeant will be responsible for conducting classroom training with police personnel as well as other medical center employees in topics from general security procedures of the medical center to advanced police related material. S/he will be responsible for providing Chief/Deputy Chief of Police with written Standard Operating Procedures (SOP's) regarding training as well as memorandums regarding the training programs and courses of instruction. The Training Sergeant is also responsible for creating and providing the Chief/Deputy Chief of Police with written lesson plans describing the information and topics covered. The Training Sergeant will be responsible for initial development of a comprehensive training course schedule for each fiscal year and ensuring that all required training is completed. The Training Sergeant must achieve an above level of degree of skill and successfully complete, certify and maintain instructor positions for the courses listed below:
Firearms Instructor Armorer Sig Sauer Ground Defensee Recovery Instructor Recovery Instructor OC Instructor MEB Instructor Security and Enforcement The incumbent provides law enforcement work involved in the preservation of the law; the arrest or apprehension of violators and provides assistance to citizens in emergency situations, including the protection of civil rights. Enforces Federal, State, county, municipal laws and ordinances and agency rules and regulations pertaining to the physical protection of patients and employees:
the protection of property of the U.S. Government, the protection of the civil rights of all individuals while on federally owned property and the preservation of the peaceful environment. Will serve as the CBOC police officer on days assigned by Chief of Police, in a rotating and random manner. Police Patrol Work Patrols facility buildings and grounds for security and safety Patrols a prescribed area on the WTVAHCS grounds to check locks, fences, gates or other barriers to assure they are closed and locked or open and unlocked depending on the time of day and the conditions that are supposed to apply. Responds to violations, duress alarm, and observes all activity and is constantly alert to acts of a suspicious nature which may result in theft, burglary, pilferage, assault, or other serious crimes. The Police Officer (Instructor) is alert and responsive to situations requiring immediate and courteous assistance to visitors and employees; who require direction or control. The Police Officer will assist at accidents scenes, takes statements from principals and witnesses, directs traffic and controls movement of vehicles and pedestrians. The Police Officer will prepare various kinds of written reports about unsafe traffic conditions, accidents, storage or location of materials, encounters with individuals, witnesses, disruptive, employees, visitors and other kinds of reports that describe events clearly, concisely and accurately. The Police Officer will detain violators who attempt to resist, protects the scene of a crime and controls access to highly sensitive restricted areas where there is potential for significant breach of national security or damage to public safety or public health. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
